Senator Feinstein - Federal Contracting Equity for Women
I share your commitment to promoting women-owned small businesses. Like you, I am troubled that the Federal government has historically failed to meet its contracting goals for small businesses owned by women. While the government-wide, women-owned small businesses contracting goal is 5 percent, women-owned firms received only 3.4 percent of Federal contracting dollars in fiscal year 2008. You may be pleased to learn that on March 2, 2010, the Small Business Administration (SBA) released a proposed rule that would fully implement the Women's Procurement Program, which was created in 2000 to help correct this contracting imbalance. I have long been a supporter of fully implementing this program, and in the past I have joined my female Senate colleagues in sending letters to SBA Administrators to take this action. Specifically, the new rules would set aside small business contracts in 83 industries for qualifying women-owned small businesses. The proposed rule must undergo a 60-day waiting period before it may be finalized. Please know that I will track the SBA's progress on the issue, and I will certainly keep your thoughts in mind should additional legislation to assist women-owned small businesses come before the Senate.

Independent Contractor Withholdings - An Issue for CA SBOs
During our February luncheon, we brought up the “bill with no name” imposing 3% withholding from all independent contractors and called for action to oppose this onerous mandate being imposed on over a million businesses in California.
We believe our voices were heard on this issue. In late February, we were informed unofficially from Sacramento lobbyists that this bill is now on “HOLD” due to outcry from business owners!
